<br /> <br /> <br />Item Description: <br /> <br />Agenda Section: <br />REPORTS <br /> <br />Request by City Staff for consideration of a monopole antenna tower on <br />the City Hall Campus (PF3496). <br /> <br />City Manager Approval <br /> <br />Department Approval: <br />TP/DS/CM <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 In April 2003, the City Planner met with Paul Harrington (Carlson & Harrington) to <br />review and discuss options available in the Central Park area for locating a monopole <br />(single pole antenna) for their client Sprint PCS. Specifically, Sprint desires a tower to <br />provide service to an objective area that covers Central Park and extends northeast to the <br />Lake Owasso area. <br /> <br />1.2 Since the April meeting, the Community Development, Public Works, and the Finance <br />Departments, and the City Manager, have been working with Carlson & Harrington on <br />the potential for locating a monopole on the City Hall Campus. Staff concluded that <br />locating a tower on the City Hall Campus would have the least amount of impact on <br />adjacent residents and could afford the City co-location of general and emergency <br />communication devises. <br /> <br />1.3 City Staff has determined that no existing City or private sites are available to Sprint or <br />other communication providers in and around the Central Park area. Specifically, these <br />areas are zoned residential, which zone does afford private commercial towers or <br />antennas. Further, the City Hall Campus could be designated by the City Council as a <br />City Site, allowing Sprint, the City and up to three other communication providers a <br />specific location for communication devices. <br /> <br />2.0 CITY CODE REQUIREMENTS: <br /> <br />2.1 Section I012.10A3 (Commercial Antenna and Towers - City Sites) reads: "Commercial <br />receiving or transmitting antennas and towers regardless of height or size with the <br />exception of satellite dish antennas shall connect to and use the City tower sites ifuse of <br />such facility is technically feasible." <br /> <br />2.2 Section 1012.10A4 (Commercial Antennas and Towers - Non-City Sites) reads: <br />"Commercial receiving or transmitting antennas and towers not located on a City tower <br />site shall be a conditional use permit. Commercial receiving and transmitting antenna <br />and towers may be only located in B, Business or I, Industrial districts. The City may <br />establish permit review periods, tower tem1ination, time limits, or an amortization <br />schedule specifying the year in which the tower shall be taken down by he applicant or <br />assignee.
