<br />4.0 REVIEW of REQUEST: <br /> <br />4.1 Mark Koenig has submitted a proposal to replace an existing detached accessory building <br />and replace/expand the paved surface on the parcel. The proposal seeks approval for the <br />construction of a 528 sq. ft. garage and 592 sq. ft of increased impervious coverage. He <br />also seeks approval to locate the garage and driveway two feet from the side yard <br />property line. <br /> <br />4.2 The Koenig home was constructed in 1940 and lies on a 6,750 square foot (50 foot by <br />135 foot) lot. The home has a foundation size of 782 sq. ft.; a driveway of 606 sq. ft.; a <br />patio of289 sq. ft.; and an existing detached accessory building of359 sq. ft., all of <br />which add up to a total existing coverage of 1,982 sq. ft or 29.4%. <br /> <br />4.3 The proposed improvements, a 528 sq. ft. detached garage, a 176 sq. ft. parking slab <br />behind the garage, and 637 sq. ft of replaced and additional driveway, increases the <br />parcel's impervious coverage to 2,574 sq. ft. or 38.1 %, requiring a two variances before a <br />building permit can be issued. <br /> <br />4.4 Variance Conditions Proposed: <br /> <br />SECTION 1004.01A6 Existing Condition Proposed Condition Variance <br /> Requested <br />Lot Coverage <br />2,025 sa. ft./30% 1,982 sq. ft./29% 2,574 sq. ft./38% 548 sq. ft./8.1 % <br />SECTION 1004.02D5 <br />Minimum Side Yard <br />Setback <br />5 feet 5" to 2'-3" 2 feet 3 Feet <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 Section 1004.0lA6 reads: "Maximum Total Surface Area: Including detached accessory <br />buildings, principal structures, pavement surfaces (asphalt, concrete and/or brick, stone <br />or other paver), the total impervious surface on a residential lot or parcel shall not <br />exceed 30% of the total lot or parcel size." The Koenig parcel is 6,750 square feet in <br />size, affording 2,025 square feet of impervious coverage. Built before the 30% surface <br />coverage requirement, the current principal structure (782 sq ft.), driveway (606 sq. ft.), <br />patio (289 sq. ft.) and existing detached garage (359 sq. ft.) occupy an estimated 1,982 or <br />29.4% of impervious area. The proposal to increase the impervious coverage on the <br />parcel to 2,574 square feet requires a 548 square foot variance or an overage of 8.1 %. <br /> <br />5.2 Section 1004.02D5 (Dwelling Dimensions, Side Yard Setbacks) requires detached <br />accessory buildings to have a minimum setback of 5 feet from a side yard property line <br />and Section 703.04B9 ( Driveways on Private Property) requires residential driveways to <br />be setback a minimum of 5 feet from a side lot line. <br /> <br />PF3501 - RPCA 080603 - Page 2 of 6 <br />
