Planning File 3545: Diane and Rick 370 <br />4 Millwood Avenue, for a 10 foot Variance to Section 1004.02D4 of the Roseville <br />5 City Code to allow the construction of a third garage stall that would encroach <br />6 into the required 30 foot setback. <br /> <br />7 Chair Mulder opened the hearing and requested the City Planner present the verbal summary of <br />8 the staff report dated February 4, 2004. <br />9 <br />lO Thomas Paschke explained Diane Holmgren & Rick Distad have submitted a proposal to <br />II construct a third attached garage stall on to the west side of the home, which addition would <br />12 encroach 10 feet into the required comer setback adjacent to a public street. The City Code <br />l3 (Section 1004.02D4) regulates where structures can be placed on a comer lots with setback <br />l4 requirements. In the case of the Holmgren/Distad parcel, there is a 30 foot minimum setback <br />l5 (side yard adjacent a public street) applied to the west property line (Westem Avenue). The <br />16 property to the south has a similar setback. The altematives are not reasonable. <br />l7 <br />l8 The Holmgren/Distad home was constructed in 1976 and lies on a parcel that is 100 feet wide by <br />19 127 feet deep or 12,789 sq. ft. in size. The parcel has an impervious coverage allowance of3,837 <br />20 sq. ft. of which an estimated 3,105 sq. ft. is being utilized (house foundation, attached garage, <br />2l shed and driveway). The addition of the proposed attached 12 foot by 24 foot (288 sq. ft.) garage <br />22 would bring the total to impervious coverage on the parcel to an estimated 3,400 sq. ft. <br />23 <br />24 The applicant seeks to construct a 12 foot by 24 foot garage stall on to the west side of the <br />25 existing attached garage and shifted six feet to the south to reduce impact on existing driveway. <br />26 The west side has been selected by the applicant because of proximity to the existing attached <br />27 garage and driveway. <br />28 <br />29 The applicants have indicated in their narrative that they are seeking the variance to provide more <br />30 storage for a boat and a future vehicle. A second story would be added above a portion of the <br />3l garage. The applicants have reviewed the proposal with surrounding property owners and have a <br />32 listing of 18 neighbors who support the request. <br />33 <br />34 Thomas Paschke noted the staff recommended approval with conditions of Section 6 in the <br />35 project report dated February 4,2004. <br /> <br />36 Member Traynor asked if there are other homes in the area with three car garages (a few). <br /> <br />37 Member Peper asked for details on the petition (18) from the neighbors approving the proposal. <br /> <br />38 Diane Holmgren explained the petition and commented that the garage to south is almost <br />39 identical to the garage to the south. Owasso Hills (to the west) and Stanbridge Circle have <br />40 numerous three-car garages. <br /> <br />41 Member Bakeman asked if the current garage door will be matched by the new door? (Yes, will <br />42 match doors). <br /> <br />43 There were no further public comments. <br />44 <br />45 Chair Mulder closed the hearing. <br />46 <br />
