The plight of the landmvner is due to circumstances unique to the property not <br />created by the landowner: The uniqueness may not lie with the property, but <br />rather with the industry or industrial technique, in this particular case. The high- <br />tech extruder takes hot plastic and molds it into a wide film as it travels upward in <br />the interior of the extruder. The film cools it as it travels down where it is <br />separated into two sheets. Each sheet of plastic film is then prepared into a large <br />roll and readied for distribution. The state-of-the-art plastic film extruder raises <br />the capabilities in throughput as well a quality, which changes are necessary to <br />meet the needs of the customer and compete with the competition. There is no <br />property "uniqueness", except that the existing roof height must be increased and <br />the City Code prohibits a building height in an industrial district of more than 45 <br />feet. The Community Development Staff has determined that the plight of <br />the landowner is due to circumstances unique to manufacturing process and <br />industrial technique not created by the landowner. <br /> <br />C. The variance, if grcmted, will not alter the essential character of the locality: <br />The improvement proposed, a roof height increase to 60 feet for a small portion of <br />the structure, is not an uncommon height in industrial facilities (this is a height <br />similar to a full grown street tree or about 6 stories). The Community <br />Development Staff has determined that this variance, if granted, will not <br />alter the essential character of the locality, nor adversely affect the public <br />health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6. I Based on the information provided and the findings in Section 5 of this project report, the <br />Community Development Staff recommends approval of a 15 foot VARIANCE to <br />Section 1007.0lE (Building Height) of the Roseville City Code for Hood Packaging and <br />Investors Real Estate Trust to allow a small portion of the area leased by Hood <br />Packaging, 3075 Long Lake Road to have a roof height of60 feet, subject to the <br />following conditions: <br /> <br />a. The increased roof height must be for only the area necessary to accommodate the <br />plastic film extruder. <br /> <br />b.
