The intention is to help the Council members sort out some <br />priorities so more effective analysis can occur. Also, in order to complete further <br />financial work, direction on the Master Developer's site plan and in pmiicular the land <br />uses is necessary. What is the Council's level of comfort with the Master Developer's <br />Phase 1 site plan? Can the Council suppOli this concept? <br /> <br />1.2 The following will be provided to help the Council come to a level of understanding <br />regarding the Master Developer's site plan proposal: <br /> <br />a. The City Attorney will present a review of the statutory voting requirements for <br />land use and finance issues. <br /> <br />b. The Interim Master Developer, Michael Noonan, will review issues regarding <br />previous discussions on the proposed phase 1 plan relating to an all housing <br />option and traffic impacts through year 2020. <br /> <br />c. The Minnesota Pollution Control Agency is preparing a letter (to be handed out at <br />the meeting) explaining why the existing or succeeding land owners, if they <br />maintain the same or similar land uses, are not required to clean up industrial <br />contaminations, until a new use takes over the site. <br /> <br />d. The City Manager has provided a memo (attached) describing, from his <br />perspective, the best arguments relating to land use, financing, and eminent <br />domain. He concludes with a set of suggestions reflecting possible compromises <br />the Council may want to consider on each ofthese fundamental issues. <br /> <br />1.5 Attached also is the July 19, 2004 Twin Lakes Redevelopment financial analysis prepared <br />by Jim Casserly. It is only a starting point and needs further Council direction in order to <br />get to the final numbers and impacts. The strategies identify the sources and uses within <br />Phase 1 of the Twin Lakes project. This Phase 1 project consists of the redevelopable <br />parcels south of C-2, east of Cleveland, north of County Road C and west of Fairview <br />A venue. <br /> <br />PF3552 - ReA (08-09-04) - Page 1 <br />
