<br />3 <br />4 <br />5 <br />6 SECTION 2. Development Moratorium. The Roseville City Council hereby adopts a <br />7 development moratorium pursuant to M.S. 462.355, Sub. 4, on the receipt of and processing of <br />8 requests for rezoning, building permits (except as described in Section I.B), conditional use <br />9 permits, variances and subdivision of land within the Twin Lakes Master Plan area as identified <br />lOin the general description below and in the 2002 Comprehensive Guide Plan. <br />l1 <br />12 SECTION 3. Duration of Moratorium. The development moratorium shall commence on the <br />l3 effective date of this ordinance and may continue for up to one year from the date of adoption <br />l4 unless otherwise terminated or extended by action of the City Council. <br />15 <br />l6 SECTION 4. Exceptions. The development moratorium shall not apply to the Master <br />l7 Developer's requests for applications, permits, and/or approvals consistent with the development <br />l8 agreements(s) in effect at the date of the application. The development moratorium shall not <br />19 apply to permits for life safety, maintenance and repair (including exterior and on-site <br />20 modifications and improvements and access doors and docks, which do not extend the existing <br />21 basic building footprint), interim uses, signage, fencing, public infrastmcture, streets, <br />22 streetscapes, utilities, public facilities, K-12 schools, and parks. The City's Comprehensive Guide <br />23 Plan, Official Controls, and Building Code Regulations shall continue to apply to these <br />24 exceptions. <br />25 <br />26 SECTION 5. Enforcement. The City ofRoseville may enforce any provision of this ordinance <br />27 by mandamus, injunction, or any other appropriate civil remedy in any court of competent <br />28 jurisdiction. <br />29 <br />30 SECTION 6. Separability. Every section, provision, or part of this ordinance is declared <br />3l separable from every other section, provision, or part ofthis ordinance. If any section, provision, <br />32 or part ofthis ordinance is adjudged to be invalid by a court of competent jurisdiction, such <br />33 judgment shall not invalidate any other section, provision, or part of this ordinance. <br />34 <br />35 SECTION 7. Effective Date. This Ordinance shall be effective upon adoption and publication. <br />36 <br />37 <br />38 SECTION 8. Moratorium Application.
