The City of Roseville ("City") has established a Twin Lakes
11 Stakeholders Task Force to review and make recommendations on revisions to the Twin Lakes
12 Master Plan. The City and the Master Developer are (or will be) conducting studies and will
l3 schedule hearings for the purpose of considering amendments to the Comprehensive Plan,
l4 Zoning Section of the City Code and the Twin Lakes Master Plan.
l5
l6 A. Pending the completion of the planning studies and the adoption of amendments to its
17 Twin Lakes Master Plan by the City and/or the Maser Developer, the Roseville City
l8 Council determines that it is in the public's interest to impose a development
19 moratorium on the receipt of and processing of requests for building permits
20 (excluding the Master Developer and Twin Lakes Master Plan Amendment, and
21 except as described in Section l.B, below), rezoning, conditional use permits,
22 variances and subdivision of land within the Twin Lakes Master Plan area as
23 identified by the attached property identification numbers and/or the attached map
24 and in the 2002-3 Comprehensive Guide Plan. The term subdivision as used herein is
25 the separation of an area, parcel or tract of land under single ownership into two or
26 more parcels, tracts, lots or long term leasehold interests, except those separations
27 specified in Chapter 462.358, Subd. 4 of Minnesota Statutes and any amendments
28 thereto.
29
30 B. Construction activity within an existing structure or site, which provides for usability
31 of the existing building or site, life safety and access doors or docks improvements or
32 maintenance repairs, including exterior building and site modifications and
33 improvements, which do not extend the basic building footprint, will be permitted
34 provided that such improvements are undertaken in compliance with the City's
35 Comprehensive Guide Plan, Official Controls and Building Code Regulations.
36
37 C. For the past five months, the City has received numerous inquiries from property
38 owners and developers regarding the possible future redevelopment of this area.
39 Development inquiries and/or proposals include elementary schools, high density
40 residential, including apartments, retail, office and industrial-trucking activities.
41
42 D. The City recognizes that the development or redevelopment of this area is challenging
43 due to the number of property owners involved, adjacent land uses and access issues.
44 The intent of this moratorium is to provide the City and the Master Developer a
45 reasonable period of time to review existing land use and development plans, and
46 prepare applications and permits, policies and proactively plan for any future
47 development in the area. During the moratorium period, the City will continue the
48 planning process to review land use plan and objectives, work with existing property
49 owners, and consultants, and receive input from the surrounding neighborhood.

1
