Dennis:

As representative of 1743A-1755, LLC (MASA) and Reco Real Estate, LLC (Fruehauf), both properties
within designated Twin Lakes Area on County Road C, please register this info to permanent record
where appropriate.

RE: Proposed moratorium

First off, I think I like Tom Kough's opinion. Leave it be. I'm not likely to be proposing anything in the
near term (I don't think)
A moratorium would be unacceptable without at least putting in language that allows:
· Building Improvements that are resulting from County Road C reconstruction or access
change impacts
· Allows for the addition of additional entry ways (breezeways), dock and/or drive in doors,
windows with awnings into existing buildings that could minimally result in a slightly
expanded footprint. We've had certain tenant prospects talk about additional entryways
particularly at Fruehauf. At least identify not to exceed 10,000 square feet or something
along those lines. That is not an unreasonable request.
· Yard improvements i.e. fencing, lighting, signage modification I assume are not impacted.

RE: Stakeholders panel/Master Developer arrangement:

I am concerned about the prospect of the City defining a certain developer (or developers) and granting a
status that requires we as property owners are required to involve with any certain party if we choose to
develop our properties at some point in the future. I'd like some written correspondence from the City that
defines what in fact this program means to us knowing that the program is driven primarily by Roseville
Properlies' Cleveland and C plans. This isn't to suggest that those seemingly selected are in any way
incapable.

Also, I feel strongly that a plan including Twin Lakes Parkway without the "disconnect" in the roadway is in
the best long term interest for traffic flow through the area. As I recall, under this plan, traffic North on
Fairview is less than it would be with the disconnect plan. In all historic planning discussions that has
always been a significant issue. Obviously, Councilor Ihlan will maintain this as an issue here.

Sean O. Regan
Partner

Reco Real Estate, LLC
1743A-1755, LLC
1875 W.
