Community Development Department
651.792-7073. fax: 651.792-7070

June 28, 2004

RE: Twin Lakes Draft Moratorium

Dear Twin Lakes Property Owner:

On July 1 ih, 2004 the Roseville City Council will consider a first reading of an interim
ordinance (attached) establishing a moratorium on new uses, rezonings, and other
changes in intensity for land uses within Twin Lakes. The meeting will be held in the
Fireside Room of the Roseville Skating Center, 2661 Civic Center Drive. (across the
parking lot and west of the City Hall). Your comments are welcome.

The purpose of the moratorium is to provide adequate time to complete both the land use
master plan by the Master Developer and sub-developer team, as well as the financial
feasibility now under way. The proposed moratorium ordinance is written in such a way
to allow (exempt from the moratorium) change of uses and building permits within the
walls of the existing buildings. Interim use permits, public infrastructure improvements
and schools would also be allowed.

The proposed moratorium could be in place as long as one year from the adoption date.

The land covered by the proposed moratorium is listed in Attachment A and shown on
the attached map.

Call Dennis Welsch, Roseville's Community Redevelopment Director at 651-792-7071,
or Thomas Paschke, the City Planner at 651-792-7074 if you have questions.

Dennis Welsch
Community Development Director, Email: dennis.welsch@ci.roseville.mn.us

Attachment: Proposed Ordinance, PIN list, Map of Moratorium Boundary

\\ Victoria \CommDev\P LANNIN G _AND _ ZONING\PLANNING _ FILES\3550- 3599\3552 _Twin Lakes Stakeholders
Panel\Moratorium\Letter to Property Owners 062804.doc
