Any proposals beyond the 70 acre site Rottlund is <br />proposing is years away, and the one year moratorium is unnecessary and unfair to ownerSeCl$t of Fairview, in <br />my view. <br /> <br />It is my understanding that existing owners of those properties east of Fairview are grandfathered in to their <br />present use by the comprehensive plan of 2001 (office and residential). New owners, and or existing owners <br />who want to change the use from the esixting would have to be in compliance with the comprehensive plan. <br /> <br />Either way, I consider it unfair to those east of Fairview to be included in a moratorium for the developer(s) with <br />the 70 acre proposal. I have no objection to a moratorium for the properties west of Fairview in the planned <br />Rottlund proposal AFTER Council has acted on a final amendment to the comprehensive plan AND approved the <br />Financial plan for the project on July 19. <br /> <br />Until then, we have no assurance the project will move forward, and it would simply be unfair to tie up existing <br />owners, <br /> <br />I don't think it's too much to ask that a decision on any moratorium be delayed until at least July 19, <br /> <br />5\{ Sands <br /> <br />8/4/2004 <br />
