From:
Sent: Monday, July 12, 2004 10:12 AM
To: city .council@ci.roseville.mn.us; neal. beets@ci.roseville.mn.us; lonnie. brokke@ci.roseville.mn.us
Cc: jacob117@umn.edu; rwjacobson@yahoo.com
Subject: Twin Lakes Panel Comments from Roseville Parks & Rec Representati ve

To City Council, Neal, and Lonnie:

Below are my comments after completing the Twin Lakes Panel discussion. It looks like I'm unable to attend
today's meeting (7/12), so I'm expressing my thoughts in written form. Please feel free to print and distribute for
tonight if prep time permits.

Regards,

Richard "Jake" Jacobson

Twin Lakes Panel Member representing Roseville Parks and Rec Commission.

*-*-*-*-*-*-*-*-*-*-*-*-*-*-*

Thanks to John and Dennis

Given scope and mission of the Twin Lakes Panel, John Shardlow and his team (Adam) did an excellent job
facilitating the panel sessions. There were times I wanted to have more discussion on certain topics or areas, but
it's impossible to accommodate everyone in all ways.

Thanks to Dennis Welch and his team for their efforts in addressing further questioning and follow up. Roseville
has been fortunate to have an excellent city staff.

I was impressed by the Roseville citizenry panel members. We're not experts, but we can I hope, provide a
collective wisdom that works toward the common good.

*-*-*-*-*-*-**-*-*-*-*-*-*

Within the scope of representing the Parks and Recreation Commission - I was encouraged

. The development team was sensitive to our desire of maintaining the park integrity of Langton Lake.
. They understood our desire to keep a natural setting for the lake, where citizens can feel the great
outdoors without a three+ hour trip of heading north.

. Retail areas were far from the park -- reducing the threats of litter, vandalism, noise and uninviting site
lines

. The development team showed every indication of working in good faith through Roseville's "Park
Dedication" regulations, whether it's cash, land set aside, or a mix.

*-*-*-*-*-*-**-*-*-*-*-*-*

8/4/2004
