I live at 2201 N. Albert Street #206. Although I am a new resident of Roseville, I
have worked in and around here since 1996-1997. First as a news carrier for the Pioneer Press, and now as a
Cashier at the Rainbow Store on Co Rd B2 and a news carrier for the Star and Tribune, I am 57.

I was thinking about my decision to move to Roseville this morning while delivering newspapers - police activity
was unusually high and I was very grateful that I choose to live in a community that puts protecting their citizens
at such a high priority. The area that I deliver papers in (Hwy 36 - LarpenteurNictoria - Hamline) has mix of
commercial and residential areas, but despite that it is very quite and SAFE.

One of my Rainbow customers is Tim Kotecki and he has told me of the Twin Lakes project - I have read some
material on it. I am not an accountant, so a lot of the numbers are over my head - does Roseville have $47
million to give to developers? What is the return for the citizens - not everyone wants to shop at another stripe
mall, so what is the return to my pocket book?

That aside and coming back to my theme of protecting citizens, I am most concerned about the increased traffic
along Co Rd C, between say Snelling and Hwy 88. Reading the profiles of each of you, I would imagine that most
of you are working somewhere between 3 PM and 7 PM most week days and may not be aware of the traffic
along Co Rd C.

I have witnessed emergency vehicles navigate and am amazed at their abilities. However I do not want to be in
the need of emergency services at that time of the day now. AND you want to add 10,000 more vehicles to the
area?

As an employee of Rainbow Foods I am concerned about my job. Competition is good - unless you are the low
man on the totem pole - I can feel myself sinking more now.

I do have one question before closing this email. Why is the north entrance to our parking lot, along Snelling
Avenue blocked? I could see at one time the need to prevent traffic from entering into that neighborhood - but
with the Knights of Columbus Bingo Hall going commercial, the Senior Apartment complex and even the Press
Gym, I would think that traffic has increased significantly already. Many of my customers who live behind the
store (Oakcreast) would like to be able to get into the store (mall) without having to drive around to Co Rd B2. In
addition, during the holidays direct access into that parking lot would most definitely ease congestion along Co Rd
B2.

Thank you for your time and have a very good day,

Michael P.
