<br /> <br /> <br /> <br /> <br />ARTICLE I. IN GENERAL <br /> <br />Sec. 10-1. Care; abuse; abandonment. <br /> <br />No owner of an animal shall fail to provide such animal \vith sufficient good and <br />wholesome food and water, proper shelter and protection from the weather, veterinary care <br />when needed to prevent and the owner shall provide humane care and treatment. <br /> <br />No person shall cruelly torment, overload, overwork or otherwise abuse any <br />animal or cause or permit any dogfight, cockfight, bullfight or other combat between animals <br />or between animals and humans. <br /> <br />No owner of an animal shall abandon such animal. <br />(Code 1982, ~ <br /> <br />Sec. 10-2. Steel-jawed spring traps. <br /> <br />The setting of steel-jawed spring traps which could catch the foot or leg of an animal is <br />hereby prohibited in the city, except for mouse and rat traps set in homes or buildings by the <br />owners or occupants of the homes or buildings. <br />(Code 1982, ~ 7-2) <br /> <br />Sec. 10-3. Quarantine of animal having bitten person; destruction of rabid animals. <br /> <br />Any dog or other animal that has bitten a person and caused an abrasion or puncture <br />of the skin shall immediately be quarantined for a minimum often days. Such an animal shall <br />be confined at a veterinary hospital or at the owner's home in such a manner that it does not <br />escape or come in contact with other people or animals. \V11en the dog or animal is quarantined <br />as stated in this subsection, it shall be at the owner's expense. A quarantine report must be <br />completed by the local animal control agency. A stray animal that has bitten a person shall be <br />quarantined through the local animal control agency. Dogs that are involved in two or more <br />bites are subject to sections 10-186 and 10-187. <br /> <br />No police officer or other person shall kill or cause to be killed any animal suspected of <br />being rabid, except after the animal has been placed in quarantine and the diagnosis of rabies <br />made. <br />(Code 1982, ~ 7-3) <br /> <br />Sees. 10-4-10-30.
