Animal Control Officer. <br /> <br />Any individual designated by the City to enforce the provisions of this Chapter, including all <br />City police officers. <br /> <br />3. Animal Shelter, <br /> <br />Any premises designated by the City for the purpose of impounding and caring for animals held <br />under the authority of this Chapter. The facility may be. own.ed by the City or may be a <br />contracted shelter service. <br /> <br />4. Animal Tag. <br /> <br />A tag provided to individuals who are issued a pennit to maintain an animal. <br /> <br />5. Birds. <br /> <br />Any of the class of wann-blooded vertebrates distinguiShed by having the body more or less <br />covered with feathers and the forelimbs modified as wings. <br /> <br />6. Cat. <br /> <br />Any animal of the feline species. <br /> <br />7. Cruelty or Torture. <br /> <br />Every act, omission or neglect whereby unnecessary or unjustifiable pain, suffering or death <br />shall be caused or permitted. <br /> <br />8.
