<br />REVIEW <br /> <br />4.1 College Avenue. <br />parcel is located within Comprehensive Planning District 2, where it is designated as <br />Low Density Residential, LR and is zoned R-l, Single Family Residential District. <br /> <br />4.2 Mr. Albertson owns two parcels, Lot 6 and Lot 7, Block 10, Arden Hills No.3. Each lot <br />is 100 feet wide by 200 feet deep, for a total lot size of 40,000 sq. ft. The 100 foot by <br />200 foot lot size is the predominant lot size in the neighborhood. To the west, across the <br />Northwestern College Campus is Lake Johanna. <br /> <br />4.3 The proposal by Mr. Albertson would create two parcels. Parcel "A would include the <br />existing home and be 131 feet wide by 200 feet deep or 26,200 sq. ft. Parcel "B" would <br />be 69 feet wide by 200 feet deep or 13,800 sq. ft. Based on this proposal, Parcel "B" <br />does not meetthe minimum width (85 feet) requirement of Section 1004.016 of the <br />Roseville City Code, requiring a 16 foot width variance. <br /> <br />4.4 No new street or utility construction is necessary to serve the proposed division. Sewer <br />and water laterals and utility easements are necessary for the vacant developable parcel. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 The Albertson home, built in the 1950' s, is approximately 92 feet long from the north <br />side of the attached garage to the south side of the house. The attached garage is skewed <br />on the property and takes advantage of the slope on the property (built at a lower <br />elevation than the house). A breezeway like corridor connects the garage to the single <br />level rambler house. <br /> <br />5.2 The placement of the home on the property was done in such a manner that the house <br />portion of the structure is 20 feet over the northern property line of Lot 7. This existing <br />condition makes it impossible to add a second house without actually removing the <br />attached garage and moving the home to the north 21 feet (necessary placement to afford <br />the creation of an 85 foot wide parcel with the home lying 10 feet from the newly created <br />property line). <br /> <br />5.3 The property could be divided in such a manner that a parcel with 85 foot of width at the <br />front property line could be created. The new parcel would be considered conforming <br />and buildable. However, the shape of such a parcel would intrude into what is <br />considered the existing home's front yard. <br /> <br />5.4 Section 11.0404 E states: Three Parcel Minor Subdivision: When a subdivision creates a <br />total ofthree (3) or less parcels, situated in an area where public utilities and street rights <br />of way to serve the proposed parcels already exist in accordance with City codes, and no <br />further utility or street extensions are necessary, and the new parcels meet or exceed the <br />size requirements of the zoning code, the applicant may apply for a minor subdivision <br />approval.
