Staff will review. <br /> <br />Member Blank asked if "safety" in adult care meant personal safety care during time in <br />the facility (yes). <br /> <br />Member Ipsen asked if there are tenants in the building (There is the Taekwonda Studio <br />and Kissel in the back of the building.) <br /> <br />Chair Mulder closed the hearing. <br /> <br />Motion: Member Blank moved, seconded by Member Traynor, to recommend <br />approval of a Conditional Use Permit allowing the operation of an adult day care <br />facility for Akpene Asempa and property owner Jeffrey Kissell, located at 1895 <br />Rice Street, based on the comments and findings outlined in Section 6 and <br />conditions outlined in Section 7 of the project report dated June 2, 2004, as <br />follows: <br /> <br />a) The operation (approximately 1,150 sq. ft., or minimum of 40 s.f. per adult <br />and caregiver) shall be an adult day care center only. (No children). The <br />center will be operated from 8:00 am to 4:30 pm Monday through Friday. <br />Exterior seating or patio areas must be separated by fence or parking curbs <br />from parking areas. <br /> <br />b) Building and Fire inspections for the proposed use shall be done prior to <br />issuance of any renovation pern1its. The building shall meet building and <br />fire code requirements, prior to occupancy. Signage must be part of the <br />sign package for the entire building, approved by the building owner, <br />Kissell. The owner shall designate (by signs in the parking lot) a minimum <br />often parking spaces specifically for the use of the day care facility. The <br />spaces shall be the closest existing spaces to the entry door of the day car <br />center. <br /> <br />c) The property owner (Kissell) shall record the approved conditional use <br />permit with the Ramsey County Recorder prior to the issuance of any <br />building permit or within sixty days of approval, whichever is less <br />(Section 1013.01-City Code). <br /> <br />d) The conditional use permit shall expire within six months of the date of <br />City Council approval if a building pennit or a certificate of occupancy is <br />not obtained for the approved development (Section 1013.03 of the City <br />Code). <br /> <br />e) The applicant must be issued the appropriate license from the Mn. <br />
