<br /> <br />3 c. a <br />4 Minor Subdivision to allow the creation of two substandard residential <br />5 parcels at 2485 Pascal Street. <br />6 <br />7 Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present <br />8 the verbal summary of the staff report dated June 2, 2004. <br />9 <br />10 Thomas Paschke advised that Edward Trudeau was seeking a 10 foot lot depth and a 994 <br />11 sq. ft. lot size Variance to Section 1004.016 (Residential Dimensional Requirements) for <br />12 Parcel "B", and 16.6 foot lot depth and a 1,664 sq. ft. lot size Variance to Section <br />13 1004.016 (Residential Dimensional Requirements) for Parcel "A", and a Minor <br />14 Subdivision (Three Parcel Minor Subdivision) to allow the creation of two substandard <br />15 residential parcels for property located at 2485 Pascal Street. <br />16 <br />17 The Trudeau property is located between Simpson Street and Pascal Street, east of <br />18 Snelling Avenue, West of Fairview Avenue, north of County Road B2 and south of <br />19 County Road C. The parcel is surrounded by single family homes that are located on <br />20 multi-dimensional parcels. Mr. Trudeau owns a double frontage parcel he desires to <br />21 divide into two parcels. The existing lot, Lot 2, Block 5, Circle View is generally 100 <br />22 feet wide and 200 feet deep, and is 19,342 sq. ft. in size. <br />23 <br />24 The City Planner indicated that the proposal by Mr. Trudeau would create two parcels. <br />25 Parcel "B" would include the existing home and be 1 00 feet wide by 1 00 feet deep or <br />26 10,006 sq. ft. (91% of Code requirement) Parcel "A" would be generally 100 feet wide <br />27 by 96 feet deep or 9,336 sq. ft. (85% of Code requirement). Based on this proposal, both <br />28 Parcel "A" and "B" do not meet the minimum depth (110 feet) requirement and the <br />29 minimum square footage (11,000 sq. ft.) requirements of Section 1004.016 of the <br />30 Roseville City Code. <br />31 <br />32 The Community Development Staff recommended approval of a 16.6 foot lot depth and a <br />33 1,664 sq. ft. lot size Variance to Section 1004.016 (Residential Dimensional <br />34 Requirements) for Parcel "A", and a 10 foot lot depth and a 994 sq. ft. lot size Variance <br />35 to Section 1004.016 (Residential Dimensional Requirements) for Parcel "B", and a <br />36 Minor Subdivision (Three Parcel Minor Subdivision) to allow the creation of two <br />37 substandard residential parcels for property located at 2485 Pascal Street, based on the <br />38 findings and conditions as outlined in Section 5 and 6 of the project report dated June 2, <br />39 2004. <br />40 <br />41 Member Traynor asked for details of other similar sites in the neighborhood. Thomas <br />42 Paschke explained most similar sites have met the City Code requirements for lot size, <br />43 width and area. <br />44 <br />45 Letters received included three in opposition (A. Larsen, 2475 Simpson, M/K Keel, 1475 <br />46 Transit, RIM Henry, 1485 Transit), and one letter in favor (Cynthia Higgins). <br /> <br />
