<br /> <br />The McCarrons Neighborhood Master Plan (the Plan) seeks to create a unique livable <br />community that blends housing, commercial and public open space with quality design, with <br />improved circulation and public gathering spaces. <br /> <br />4.1 The Plan seeks to create replacement housing opportunities that will enhance and <br />blend with the existing residential neighborhood <br /> <br />4.2 The Plan seeks to encourage neighborhood reinvestment and pride, and enhance the <br />quality of life throughout the area by providing opportunity for housing renovation <br />through single family home renovation loans and multi family improvement <br />loans. <br /> <br />4.3 The Plan seeks to upgrade the commercial uses along small portions of Rice <br />Street to enhance and serve the needs of local residents. <br /> <br />4.4 The Plan seeks to provide sufficient public and private open space areas <br />throughout the neighborhood that are essential elements of community life and "sense <br />of place" and to provide public connections through streets and pedestrian trails <br />within the neighborhood. <br /> <br />5. Planning Principles <br /> <br />The following planning principles were established to assist in determining the various land uses <br />in the McCarron's Neighborhood. These principles are based upon existing comprehensive plan <br />goals and objectives for the area, as well as the vision of residents and property owners. <br /> <br />5.1 Maintain a balanced housing stock for all age groups and income levels. <br />. Single family, owner multi-family, rental multi-family, senior apartments <br /> <br />5.2 Provide open space for the use and enjoyment of the neighborhood. <br />. Public open space at unused portions for the Armory <br />. Open space at McCarrons Lake and Park <br />. Enhance protected wetland with a nature trail and inviting gathering spots <br /> <br />5.3 Provide additional and improved access to the Armory site and better <br />connections to and from the existing neighborhood. <br />. Short-term access from Galilee Church parking lot <br />.
