Redevelopment Conclusions and Benefits

There is benefit to the community to partner with the Church and the Armory as part of the
development of 185 McCarrons Blvd. to provide minimal impervious surface with shared
parking arrangements, to provide new housing for the neighborhood residents and church -
members, to provide more community access and use of the Armory facilities and to provide
joint storm water management of the parcels to maximize development and provide the best
possible stormwater capacity and quality of the water runoff.

There is general consensus that high density development in the most appropriate reuse of the
south side of 185 N. McCarrons Blvd with a median density townhomes for the north side of the
site. The HRA in partnership with the Planning Commission and City Council will encourage
Mr. Guptil to develop based upon his proposed development schedule or sell for development if
it is not feasible to accomplish an acceptable development within that time frame.

The short and long term uses in the area should be neighborhood oriented and provide public
access to the lake, park, trail systems and service as parcels redevelop. In addition, design
standards should be developed for redevelopment of Rice Street parcels to provide quality
community image and quality building materials and architectural significance.

The faith-based community can provide additional support for the neighborhood by hosting and
encouraging additional housing assistance and social services. More formalized programs could
be developed with the assistance of the Galilee Lutheran Church.

The City should consider the use of the Armory site for more neighborhood based community
center use. In the short term, additional partnership efforts should be pursued for use of the site.
In the future when the site is no longer needed by the National Guard, the site should be
considered for purchase by the City as a community asset for the east side of RoseviHe.

22. Next Steps

The plan is to be adopted by the Housing & Redevelopment Authority with the recommendation
that it be incorporated into the City's Comprehensive Plan.

The Planning Commission will hold a public hearing to consider accepting the plan are part of
the Comprehensive Plan with City Council to provide final adoption of the plan.

The plan is forwarded to the Metropolitan Council for review and comment.

Final Version

28

July 26, 2004
