In terms of reviewing the special use permit application with established City criteria, <br />many of the criteria deal with the building itself The building is compatible with the City's <br />Comprehensive Plan, it will not negatively impact the market value of contiguous <br />properties, the site plan internal traffic circulation, landscaping, and building materials <br />meet the City's design standards and are compatible with contiguous properties. The retail <br />use in this area is anticipated in the City's Comprehensive Guide Plan and Transportation <br />Plan. Therefore, its impact on streets and traffic is anticipated and will not adversely <br />affect the transportation system. By limiting the proposed leasing operation to indoor only <br />and to a maximum of five vehicles, the impact of the proposed vehicle leasing operation <br />will be minimal. <br /> <br />5. The Planning Commission, at the March 8, 1995 meeting, unanimously <br />recommended approval of Simpson Leasing's request for a special use permit at <br />2845 RamUne Avenue North with the following conditions: <br /> <br />a. That there be no more than 5 vehicles for lease at the site. <br />b. That tbere be no maintenance or cleaning of the vehicles on the site. <br />c. That there be no storage of trailers or dollys at the site. <br />d. That the 5 spaces for the lease vehicles be located as shown in the proposal <br />presented to the Planning Commission. <br />e. That there be no fencing. <br />f. That there be no signage. <br /> <br />En gineering Considerations <br /> <br />1. The Engineering Department has reviewed this application for a special use permit for an <br />auto leasing operation at 2845 Hamline Avenue North. The office building is an existing <br />structure and therefore, no additional municipal utilities are required and no additional <br />curb cuts are proposed. Therefore, the Engineering Dept. has no concerns regarding this <br />application. <br /> <br />Staff R~c()mmendations: <br /> <br />1. The site under consideration for this application for a special use permit for auto leasing is <br />an existing office building that shares parking with the existing Hamline Shopping Center. <br />The property is zoned SC Shopping Center and auto leasing requires a special use permit. <br />Because Mr. Simpson's office would be located inside the building, the only outward <br />appearance for the his operation would be the five parking stalls designated for his use in <br />the auto leasing operation. With a maximum of five cars, this is a very limited operation <br />and should have no impact on surrounding neighbors and land uses. Therefore, staff <br />recommends approval of Jack S~mpson's request for a special use permit for auto leasing <br />at 2845 Hamline Avenue North. It would be staff's suggestion that a recommendation of <br />approval be conditioned by the stipulations recommended by the Planning Commission. <br />
