REVIEW

4. to renew current
PERMIT granted by the City Council on June The proposal would
use on site for an 56 temporary to be
placed east of the existing temporary classroom facility and south of the temporary office
and east parking The proposal also seeks to extend the current USE
for a period one year September to September 24,2005.

4.2 Section 1012.09A states: The City Council may authorize an Interim Use Permit of
property. Interim uses may not be consistent with the land uses designated on the
adopted Land Use Plan. They may also fail to meet all of the zoning standards
established for the district within which it is located.

4.3 Section 1012.09B states: The City Council may attach conditions to Interim Use Pennits.
In reviewing Interim use Pennit applications, the City will establish a specific date or
event that will tenninate the use on the property. The Council will also detennine that
the approval of the interim use would not result in adverse effects on the public health,
safety, and general welfare, and that it will not impose additional costs on the public if it
is necessary for the public to take the property in the future.

5.0 STAFF COMMENTS:

5.1 Family Academy has experienced steady student enrollment increases since 2000 and
along with the Agriculture & Food Sciences Academy, have entered into a purchase
agreement for the fonner HoneywelV ACI building at 1633 1735 Terrace Drive. This
site would be redeveloped (through a planned unit development) into a pennanent school
facility in 2005 to accommodate existing and future needs of both schools.

5.2 However, there is an immediate need additional classrooms due to increasing student
population and the need to separate students for church areas. Family Academy proposes
to located a six classroom modular building, 56 feet wide by 82 feet deep or 4,620 sq. ft.,
that would fulfill this immediate need. The proposed unit would be placed east of the
existing temporary classroom and south of the existing parking lot (see attached site
plan). The modular classroom building would be skirted around the base; be
handicapped accessible (ramped); and would not obstruct or eliminate on-site parking.

5.3 Family Academy anticipates 40 additional students for the 2004 - 2005 school year with
no increase in teachers (larger classrooms than currently exist).

5.4 The proposed placement of the modular classroom structure east of the existing
temporary classroom and south of the existing parking lot on the grass will result in no
loss of on-site parking, nor will the proposed use hamper on-site traffic movements.
Roof drainage from the modular classroom must be directed south or east, away from
existing buildings onto the grass.

PF3584 RPCA070704 Page 2 of2
