B-item to be discussed at city council meeting of Sept. 27 <br /> <br /> <br />Two changes recently occurred in our neighborhood, both of which had an impact, especially to those of us who live on the East <br />side of Fulham St. We live at 2186 Fulham, the house next to and on the North side of the lot being considered for subdivision. <br />The first change involves the Planned Unit Development, Stone Crest, which was built to the East of the lots on the East side of <br />Fulham. We supported this development because we thought it was preferable to the greater density of indivdual homes and <br />because the homes were built farther from the lot lines than would have been allowed with single family dwellings. Nevertheless, <br />The PUD did result in the loss of a great deal of open space and many mature trees and, according to the Ramsey County <br />assessor, who recently did an annual assessment, it will result in lower assessed values for those living adjacent to Stone Crest. <br />The second occurrence affecting our side of the street is the group home facility established at 2206 Fulham. This has resulted in <br />a great deal of additional activity during much of the day, beginning in the early morning, involving arrival and departure of staff <br />and picking up and returning residents. The driveway was enlarged to accomodatethe parking of 5-6 vehicles and there are <br />frequently additional vehicles parked on the street. Included among these vehicles is a large van. This arrangement <br />seems counter to the ordinances banning the parking of trailers, boats and an excessive number of vehicles in driveways and on <br />the street. While both of these changes which affect our street are legal and could in some ways be viewed as positive, they do <br />result in a loss of open space and mature trees, are esthetically less pleasing and reduce property values, especially for those of <br />us living on the East side of Fulham Street. <br /> <br />We oppose the subdivision of the lot at 2291 West County Road B for a number of reasons. The four lots just to the North of the <br />proposed lot are 97 and 3/4 feet wide and the lots on the West side of Fulham are 125 ft. wide. The proposed lot, therefore, <br />would be out of keeping with surrounding lot widths. The lot may meet the 85 foot minimum lot width at the 20 foot setback point, <br />but it appears to be less than 85 ft. as one proceeds eastward on the South lot line thereby yielding an odd-shaped lot.. The <br />present house on the property is built facing South so that the back of the house would be close to and look out on any new house <br />built on the proposed lot. This would seem to be a rather unusual and somewhat unattractive arrangement and, while apparently <br />being acceptable to the poresent tenants, it may not be so accptable to future residents. Mature trees and open space would be <br />lost due to the smaller lot and subsequent crowding of houses.
