PO <br />OLICY BJECTIVE <br />124 <br />Both Imagine Roseville 2025 and the Ci <br />125 <br />a means by which to achieve neighborhood stability. The Housing section of Imagine Roseville suggests <br />126 <br />-, the Land <br />127 <br />Use chapter (Chapter 3) and the Housing and Neighborhoods chapter (Chapter 6) of the Comprehensive <br />128 <br />129 <br />specific policies related to property maintenance and code compliance. Policy 6.1 of Chapter 3 states <br />130 <br />that the City should promote maintenance and reinvestment in housing and Policy 2.6 of Chapter 6 <br />131 <br />guides the City to use code-compliance activities as one method to prevent neighborhood decline. <br />132 <br />FI <br />INANCIAL MPACTS <br />133 <br />Direction for all Code Enforcement programs has been that they operate as efficiently as possible, with <br />134 <br />minimal cost to property owners and the City as a whole, while still ensuring compliance with City <br />135 <br />codes and ordinances. <br />136 <br />Reducing the number of inspections to 25% will reduce program costs for both the City and rental <br />137 <br />property owners. <br />138 <br />Reducing quarterly meetings to occur as needed will reduce program costs for both the City and rental <br />139 <br />property owners. <br />140 <br />Having a policy allowing staff to enter into Memorandums of Understanding with all rental property <br />141 <br />owners means the rental license program will operate much more effectively, and, it will reduce costs <br />142 <br />for both the City and property owners. <br />143 <br />The other ordinance revisions are simply clarifications and will have no financial impact on the City or <br />144 <br />rental properties. <br />145 <br />SR <br />TAFF ECOMMENDATION <br />146 <br />Review and comment on the attached proposed ordinance revisions, the MOU policy and the <br />147 <br />enhancement program changes.
