<br /> <br /> <br />3 to <br />4 of the property located at 1705 County Road <br />5 <br />6 Chair Mulder opened the hearing and requested the City Planner, Thomas Paschke, to <br />7 summarize the request as per the project report dated November 3,2004. <br />8 <br />9 Thomas Paschke indicated Glen Klostin, owner of Boaters Outlet, leases the east Yz of the <br />10 former Fruehauf Trailer office area and a small portion of the service garage from Recor, <br />II Inc. (property owner). Boaters Outlet is an office and boat showroom & service (repair) <br />12 use which is permitted in the I-2, General Industrial District. However, Mr. Kloskin <br />13 desires to include an outdoor service and seasonal storage area on the eastern portion of <br />l4 the premises. <br />15 <br />l6 He further advised that the Roseville City Code, Section 1 007.0 l5, allows enclosed or <br />17 screened outdoor storage of material and non-motorized equipment with an approved <br />l8 Conditional Use Permit. However, in August 2004, the City Council enacted a <br />19 moratorium over all property within the Twin Lakes Redevelopment Area. The Council <br />20 did afford property owners the ability to seek an Interim Use Permit for specific uses or <br />21 improvement projects, such as the one desired by Mr. Kloskin. <br />22 <br />23 A general discussion ensued regarding continuations of the topic because the applicant <br />24 was not present. Chair Mulder asked what complication precluded the developer from <br />25 attending the meeting. Member Traynor asked if this is a precedent. <br />26 <br />27 Thomas Paschke explained the interim use permit process. Storage has been on this site <br />28 in the past. This application also is for storage of a mobile vehicle. The staff must notify the <br />applicant ofthe end of the moratorium, after which (within 60 days) the applicant must <br />apply for a Conditional Use Permit. <br /> <br />Motion: Member Bakeman moved, seconded by Member Boerigter, to <br />recommend approval of a three year Interim Use Permit in accordance with <br />Section 1 Ol2.09A and B ofthe Roseville City Code for property located at 1705 <br />County Road C (portion of the former Fruehauf Trailer) subject to the conditions <br />of Section 6, as amended, of the project report dated November 3, 2004 as <br />indicated below: <br /> <br />l. 100% Opaque fencing or chain link with slats must be installed to replace <br />
