<br /> <br />Memo <br /> <br />To: Dennis Welsch, Community Development Director <br />From: Don Munson, Codes Coordinator <br /> <br />Date: 11-09-2004 <br /> <br />Re: Proposed City Code Revisions regarding Trailers and Recreational Vehicles <br /> <br />Present City Code language, in Section 407.03Q, regulating the parking and storing of <br />'trailers' on residential propeliies, refers to State of Minnesota Trailer Classifications that <br />are no longer in use. Because the State has changed these classifications, the City Code <br />needs to be revised and updated. This proposal addresses that issue. However, City Code <br />language regulating the parking and storing of 'campers and camper busses' is also out-of- <br />date and should similarly be revised to reflect today's vehicle types. These tem1S are not <br />only out-of-date but also are not all-inclusive. Motorized recreational vehicles and non- <br />motorized recreational vehicles are not specifically addressed. HistOlically in Roseville, <br />motOlized RV's have been regulated similar to automobiles whereas non-motorized RV's <br />have been regulated similar to trailers. What this results in is that motorized RV's can be <br />parked/stored on a hard-surfaced driveway anywhere on a propeliy. Non-motorized RV's <br />must be parked/stored in a side or rear yard, on a hard-surface or on grass. They are also <br />allowed in a front yard area (such as a driveway) for a maximum of three days. This has <br />caused confusion and complaints from residents. Based on comments we've received, <br />most feel these two vehicle types should be regulated in the same manner. <br /> <br />1. First, the intent is to update the outdated code language regarding trailer classifications <br />without changing the intent of the Oliginal code section (407.03Q). New State of <br />Minnesota Trailer Weight Classifications are: <br /> <br />Pem1anent Registration, up to 3000lbs gvw <br /> <br />CT - C, 3001 to 4500lbs gvw <br /> <br />CT - D, 4501 to 6000lbs gvw <br /> <br />.
