During the summer of 1998 the City's systematic code enforcement program <br />revealed that a number of property owners were storing utility trailers, camping trailers, and <br />boats in their front yards and on their driveways. The extent of these code violations led to <br />discussion and to survey questions on the 1999 & 2001 Citizen Survey and the 2000 Council I <br />Commission Survey and also to two variance requests to this code section. Both variances <br />were denied. <br /> <br />On September 17, 2001, the City Council held a public hearing to discuss the existing <br />ordinance and allow residents to voice their opinions on the issue. Approximately 16 people <br />spoke, the majority of them owned camper trailers and were in favor of allowing these trailers <br />to be parked on the driveway, at least seasonally. <br /> <br />The Planning Commission held a public hearing on January 2, 2002, to gather information <br />and make a recommendation on the proposed ordinance change. The motion to recommend <br />approval of the proposed ordinance change passed on a 5-1 vote. <br /> <br />The City Council held an additional pubHc hearing on the proposed ordinance change on <br />January 28, 2002, and the first reading of the ordinance on February 11, 2002. <br /> <br />RECOMMENDATION <br />Staff recommends holdIng the second reading of the proposed ordinance change. <br /> <br />50 <br /> <br />[1/60' d <br /> <br />A3lGI o:::l :::lO A1 IJ <br /> <br />0:;:TT v00G-T0-~ON <br />
