<br /> <br /> <br />Development Department <br />.. <br /> <br /> <br /> <br />Charles <br />First Vice President <br />CB Richard Inc. <br />Global Corporate Services <br />7760 France Avenue South, Suite 770 <br />Bloomington, 55435 <br /> <br /> <br />RE: Secure Computing <br /> <br />Dear Mr. Caturia: <br /> <br />The City of Roseville continues to support Secure Computing's desire to locate within <br />Roseville's newest neighborhood, the Twin Lakes Mix Use Business Park. We have <br />reviewed the proposal with city legal and financial consultants and have concluded that <br />this project can definitely work in Roseville. Kent Carlson of Ryan Companies will work <br />with the Twin Lakes Master Developer, Rottlund Companies, to acquire the site and <br />secure TIP and grant financing for market adjustments, site clean up and public <br />improvements. <br /> <br />Since we last met, the City has received an unexpected Environmental Assessment Work <br />Sheet Petition regarding the impacts of Twin Lakes development. Bylaw, this petition <br />request must be answered by the City prior to commencing with any further work on <br />Twin Lakes. This petition has set the approval process of Twin Lakes (both land use and <br />financing decisions) back by approximately 6 weeks, meaning that final approvals of <br />Twin Lakes, and ultimately the Secure Computing project will be extended to mid May <br />of 2005. This obviously impacts Secure's time line. <br /> <br />The City wants to work with you and the Ryan Companies to accommodate this time line <br />change. Could we set up a meeting to consider what options are available to amend the <br />time table for all parties? <br /> <br />Secure Computing's Midwest office headquarters continues to be a key focal point and <br />great fit within the Twin Lakes Redevelopment area. Construction could begin in 2005 <br />but ultimately may not be occupiable until spring of 2006. The same financial tools are <br />available for this project as when we last spoke, and could include establishing a new <br />TIP district for Twin lakes by starting with the Secure Computing project, then amending <br />and adding the Rottlund projects as they become available. <br />
