<br /> <br /> <br /> <br /> <br /> <br />Date: October 28,2005; added notes from November 1,2004 <br /> <br />Kent Carlson, Ryan Companies, asked for clarification on the Secure Computing <br />proposal. Was the City still interested? How should he proceed? What pro-fonna should <br />be used? Is there time to meet the Ryan\Secure time frame of construction in the spring of <br />2005? <br /> <br />After a meeting with the Roseville staff the following direction was provided: <br /> <br />1. This project can work and will require additional work by Ryan, Rottlund and Staff. <br />Ryan must have a purchase agreement for the Secure site; that will take time and a <br />project commitment from the City and the Master Developer, Rottlund. <br /> <br />2. Ryan must build a minimum of 190,000 s.f. Class B (or better) office building in order <br />to make this project work. MORE BUILDING SPACE WILL MAKE THIS BREAK <br />EVEN, I.E. EXPAND THE V ALUE ON THE SITE. <br /> <br />3. Ryan must do a new sources and uses sheet (comparable in format to the Casserly <br />October 14 sheet) with Ryan's most current numbers, and explain WHO WILL <br />UPFRONT THE FUNDS TO START THIS PROCESS? <br /> <br />4. Ryan must be able to assume an appropriate share of the Twin Lakes regional <br />redevelopment costs through an assessment or other agreement. WHAT WILL RYAN <br />SHARE? THEY MUST WORK WITH ROTTU.JND. <br /> <br />5. The City must be able to do a blight analysis and financial feasibility very quickly. <br /> <br />6. Ryan has assumed a new TIF district and sub-district. This is a possibility; however, it <br />must be expandable the of Twin Lakes order to share costs and <br />benefits. Has this concept been agreed to by Rottlund and others? By starting the district <br />with Ryan, the district will get a fast start but may bump against the 5 year knockdown <br />proVISIons. <br /> <br />7. The City must resolve whether an EA W or amendment to the AUAR is necessary. The <br />City must detern1ine how this project could proceed while there still is a moratorium in <br />effect. <br /> <br />8. The City must know more detail about transportation and soil contamination grant <br />request before a grant application could be prepared - there are no guarantees. The next <br />due dates for such DEED and MCTRG applications are in the late spring. <br />
