<br /> <br />Redevelopment <br />City of Roseville\Roseville HRA <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br /> <br />RE: Roseville Twin Lakes Corridor Agreement <br /> <br />Dear Ms Bennett: <br /> <br />On behalf of the City of Roseville (the City), you requested me, on behalf of the staff of <br />the Minnesota Pollution Control Agency (MPCA) Voluntary Investigation and Cleanup <br />(VIC) Unit to respond to the question of "why the city must wait for redevelopment to <br />occur to address contamination or why can't the city or MPCA force the cleanup of a <br />contaminated Site" . You also asked the MPCA staff to "address petroleum versus <br />hazardous substance cleanup and to clarify if a higher standard of cleanup is required for <br />residential rather than commercial uses". <br /> <br />These are very good question(s) and the answer is a rather complex one. <br /> <br />VIC and VPIC <br /> <br />The MPCA typically addresses the majority of brownfields contaminated sites within the <br />City in one oftwo separate, but related remediation programs. The first being the VIC <br />program which addresses hazardous substance releases and is authorized by the <br />Minnesota Environmental Response and Liability Act (MERLA) under Minn. Stat SS <br />l15B. The second is the Voluntary Petroleum Investigation and Cleanup (VPIC) <br />program which addresses petroleum releases and receives it's authority from Minn. Stat <br />S S l15C the Petroleum Release Act. <br /> <br />Coordinated Approach <br /> <br />Many Voluntary Cleanup Sites have both petroleum and hazardous substance releases, <br />which require involvement and a coordinated approach between the VIC staff and the <br />V oluntary Petroleum Investigation and Cleanup (VPIe) staff. When a Site is addressed <br />under either of these programs the MPCA staff use a risked based approach and <br />assurances are issued which typically address the existing and, if known, proposed land <br />use scenano. <br /> <br />Addressing Changing Land Use <br />
