In requesting the <br />opinion, you set forth the following: <br /> <br />FACTS <br /> <br />The Twin Lakes Master Plan, as set forth by developer Rottlund, follows the <br />designation of the Twin Lakes area as a mixed use business park (BP). Uses within the <br />Rottlund proposal are uses to be expected in a BP designated area. However, based upon the <br />plan that has come out of the Twin Lakes advisory committee process, there will be some <br />changes, in particular relating to size and location of certain features inside the BP designated <br />area. You have indicated that staff may wish to seek planning commission and council <br />approval of one or more of the supplements or appendices to the plan (which are filed in the <br />appendix book to the plan, Section 7 A) to accommodate the newest Rottlund iteration of the <br />master plan for phase one of the area. Staff also recognizes that other master plans may come <br />forward for phase two and three. <br />
