<br /> <br />4.1 , Inc. <br />to replace the existing pylon sign at Rosedale Square a new pylon <br />two monument Specifically, the applicant seeks approval to constmct a foot <br />multi-tenant monument sign with 405 sq. ft. of sign area (not actual signage) adjacent to <br />the parking lot at the intersection of Lincoln Drive and County Road C; the <br />of a 14 feet tall multi-tenant monument sign 72 sq. of sign area at the easterly <br />access into the Byerly's (from County Road C); and the construction ofa 14 feet taU <br />multi-tenant monument sign with 72 sq. of sign area at the main (southerly) access to <br />site from Lincoln Drive. <br /> <br /> <br />Section 1005.01 (Minimal Dimensional Requirements) states structures must be set back <br />a minimum of 30 feet from a property line adjacent a public street (corner lot). <br /> <br />4.3 Section 1009.03M (Ground Signs) states: In lieu ofa pylon sign, a ground sign would be <br />pern1itted. Ground signs may be of equal sign area allowed for pylon signs in the same <br />zoning district. Ground signs shall be limited to a maximum of eight feet in height. <br />Ground signs may be set back from street rights-of-way a distance equal to one half of <br />the setback (15 feet) for pylon signs in the same zoning district. <br /> <br />4.4 Section 1009.08E limits pylon and ground signs to a maximum size of sq. ft. <br /> <br />4.5 Section 1009.08G states: The height of pylon signs shall be limited to 20 feet in B-1, B- <br />IB, b-2, B-3, B-4 and B-6 districts and 25 feet in SC and I districts. <br /> <br />4.6 The City Planner has determined that the City Code only affords this property one <br />monument or pylon sign. Prior to an October 1992 Code amendment, three monument or <br />pylon signs would have been allowed on the Rosedale Square parcel. Similarly, a Code <br />amendment in April 1993 reduced the height of pylon signs in business and industrial <br />districts. <br /> <br />5.0 STAFF COMMENTS/FINDINGS: <br /> <br />5.1 On May 22, 1989, the Roseville City Council approved a sign size variance for Lincoln <br />Management Company to allow the installation of the existing double pole pylon sign. <br />The rational in 1989 was that three pylon signs were allowed by the City Code but it <br />made more sense to construct one and grant a size variance (additional 54 sq. ft. of sign <br />area) not to exceed 254 sq. ft. <br /> <br />5.2 Rosedale Square is addressed as 1601 1677 County Road C but the mall primarily faces <br />Lincoln Drive. The mall is "L" shaped with smaller tenant spaces that are difficult to <br />sign, especially those near or at the corner of the building. The mall is also well set back <br />from Snelling Avenue and County Road C (main thoroughfares), and other structures <br />have been constmcted since Rosedale Square. <br /> <br />PF3617_RVBA_120104.doc - Page 2 of6 <br />
