The funds collected by the City will be used for the acquisition of <br />future park land and development of existing and future parks. <br /> <br />SERVICE UNIT <br />Different types of development must be translated into a common unit of measurement that <br />reflects the impact of new development on the demand for park land and facilities. This unit <br />of measurement is called a "service unit." The most common service unit used in park impact <br />fee analysis is population. Population estimates are based on three factors: the number of <br />dwelling units, average household sizes for various types of units and occupancy rates. The <br />number of dwelling units can be estimated with some degree of precision, and average <br />household size has been declining somewhat predictably but has been stabilizing in recent <br />years. Occupancy rates, on the other hand, tend to vary significantly over time, and not in <br />predictable directions. Consequently, this report recommends the use of a service unit that <br />avoids the need to make assumptions about occupancy rates. This service unit is the <br />"equivalent dwelling unit" or EDU, which represents the impact of a typical single-family <br />dwelling. By definition, a typical single-family unit represents, on average, one EDU. Other <br />types of units each represent a fraction of an EDU, based on their relative average <br />household sizes. Under the proposed methodology, the park exactions will not be <br />determined by the magnitude of the average household size, but rather on the ratio of <br />household sizes between various types of housing units. An EDU is a unit that has an <br />average household size equivalent to a typical single-family unit in Conway.
