<br />On May 6, 2002, the Board of Supervisors retclTed the matter of County parks to the <br />Transportation, Water, and Infrastructure Committee (TWIC). Over the last two years, <br />the Community Development and the Public Works Departments have been coordinating <br />issues through a regular, interdepmimental committee process, the Park, Creeks and <br />Trails Committee (PCTC). <br /> <br />On July 21, 2003 and September 15, 2003, the TWIC considered the preliminary <br />interdepartmental report on County parks and staff recommendations for exploring <br />development of a Parks Master Plan and recommended the Board of Supervisors take the <br />following actions with respect to parks: <br /> <br />I. Acceptinterdep31imental report of County parks; <br />2. Direct the Community Development and Public Works Directors to prepare a <br />recommendation to the Board of Supervisors regarding preparation of a Parks <br />Master Plan for unincorporated Contra Costa County, including purpose, scope of <br />work, and proposed funding; <br />3. Authorize the Community Development and Public Works Directors to study <br />funding the Master Plan through the use of an amended application fee, as <br />enabled by passage of AB2936; <br />4. Authorize the Community Development and Public Works Directors to review the <br />County's park dedication fees. <br />5. Direct staff to consult with the County's developer liaison committee to gain input <br />on the structure of the potential fee; <br />6. Refer implementation of these recommendations to the Transportation, Water and <br />Inti'astructure Committee. <br /> <br />On December 9, 2003, the Board of Supervisors approved all of the above <br />recommendati ons. <br /> <br />Park Impact Fees Nexus Study - Summary Rec.ommendations <br /> <br />The attached Park Impact Fees Nexus Study ("Study") was prepared pursuant to the <br />"Mitigation Fee Act" as tound in Government Code Section 66001 et. seq. and the <br />"Quimby Act" as codified in Government Code Section 66477. The purpose of the Study <br />is to establish the legal and policy basis for calculating the imposition of park fees on new <br />residential development within the unincorporated areas of the County. Based on the <br />findings presented in the Study, the following recommendations are presented (see pages <br />4 and 5 ofthe Study) for consideration by the TWIC: <br /> <br />1. The County should establish new park dedication fees to fairly allocate the costs <br />of new parkland acquisition and development to new residential development. <br />2.
