Determine how there is a reasonable relationship between the amount of the fee and <br />the cost of the public facility or portion of the public facility attributable to the <br />development on which the fee is imposed. <br /> <br /> <br />Since the need for park and recreational services is inherently population-driven, the Study utilizes <br />a per capita standard-based methodology to calculate the park fees, Under this method, the <br />standard is based on the land acquisition and development cost per acre to be provided per capita <br />(or per 1,000 residents), The costs are defined on a cost per acre basis and applied to <br />development according to the County's maximum allowable standard that sets the acres of <br />developed parkland and facilities to be provided for a unit of new development. <br /> <br />1.1 Summary of General Findings <br />Based on a review of the County's 2002-2008 Parks Capital Improvement Plan, the General Plan <br />and applicable County ordinances, the following general findings are presented: <br /> <br />1, The County of Contra Costa currently owns about 0.5 acres of developed parkland <br />for every 1,000 people in the unincorporated areas of the County. The County's <br />General Plan states that the goal of the County is to provide 4.0 acres of developed <br />parkland for every 1,000 people, However, under the Quimby Act, the County is <br />allowed to charge new development based on the minimum standard of 3 acres of <br />"developed neighborhood and community parkland" for every 1,000 residents, <br />Therefore, the Quimby Act minimum standard of 3.0 park acres per 1,000 people will <br />be used in this Study.' <br /> <br />2, Based on a review of population projections provided by the Association of Bay Area <br />Governments, this Study projects that by 2019, the population in the unincorporated <br />areas of the County will grow from 157,350 to approximately 178,187 residents, an <br />increase of 20,837 people. 2 <br /> <br />(Appendix A presents the population and housing projections by year for the <br />unincorporated area of Contra Costa County.) <br /> <br />I The developed parkland standard set by the Growth Management Element is 3 acres per 1,000 residents also, <br /> <br />2 The projection relies upon 2004 population figures from the Department of Finance and annualized 2003 population <br />growth assumptions from the Association of Bay Area Governments for the unincorporated areas of the County. <br /> <br />Park Impact Fee Nexus Study, 2004 <br />County of Contra Costa <br /> <br />Page 2 <br /> <br />DRAFT REPORT <br /> <br />6-9 <br />
