<br /> <br />4.1 The Beauclaire property is located between Alta Vista west <br />Dale Street, north of Larpenteur Avenue. The parcel is surrounded by single <br />homes that are located on multi-dimensional parcels. <br /> <br /> <br />4.2 The parcel is located within Comprehensive Planning District 14, where it is designated <br />as Density Residential, LR and is zoned R-1, Single Family Residential District. <br /> <br />4.3 Mr. Beauclaire owns a double frontage parcel he desires to divide into two parcels. <br />existing lot, Lot 2, Block 5, Circle View is generally 100 feet wide and 200 feet deep, and <br />is 19,342 sq. ft. in size. <br /> <br />4.4 The proposal by Mr. Beauclaire would create two parcels. Parcel "B" would include the <br />existing home and be 60 feet wide by 157 feet deep or 9,420 sq. ft. (86% of Code <br />requirement). New Parcel "A" would be generally 60 feet wide by 153 feet deep or 9,180 <br />sq. ft. (83% of Code requirement). Based on this proposal, both Parcel "A" and "B" do <br />not meet the minimum width (85 feet) requirement nor the minimum square footage <br />(11,000 sq. ft.) requirements of Section 1004.016 of the Roseville City Code (see <br />attached land division sheet). <br /> <br />4.5 No new street or utility construction is necessary to serve the proposed division. A sewer <br />and water lateral connection is necessary for new Parcel "A" and utility and drainage <br />easements are necessary for each parcel. Because the parcel is less than one acre, a park <br />dedication fee is not required. <br /> <br />5.0 ST AFF COMMENTS/FINDINGS: <br /> <br />5.1 The Beauclaire property was platted in prior to the City Code (1959) and the home on <br />Parcel B was constructed in 1948. The existing house faces Alta Vista, while the new <br />house on Parcel "A" would have frontage to Dale Street, is wooded and along a steep <br />slope down to Dale Street from the property line. The existing property has no garage and <br />has lot coverage of approximately 1450 s.f. (or 15%) and could have up to 2,826 s.f. of <br />lot coverage. Parcel "B" could have lot coverage up to 2,754 s.f. The proposed house is <br />show as 1,600 s.f., leaving 1,154 s.f. for driveway and other site improvements - an new <br />driveway on Parcel "A" could range from 600 to 1,000 s.L <br /> <br />5.2 Other lots/parcels in the neighborhood exist that are similar to that which Mr. Beauclaire <br />is proposing. Specifically 1791, 1765, and 1747 Dale Street have been similarly <br />subdivided in the past. It should also be noted that this area of Roseville does not have a <br />standard or universal lot design, due to curved roadways, change in topography from Alta <br />Vista declining to Dale, and the decades in which the land was subdivided. <br /> <br />5.3 New Parcel "A" could support a home that meets the setback and impervious coverage <br /> <br />PF3626 RPCA 040606 Page 2 of 5 <br />
