Standing Committees <br />A.: Standing Committees are ongoing committees on behalf of the <br />full Commission. Standing Committee Chairs shall convene and preside over meetings <br />of the committees to accomplish the goals and objectives of the Commission. All <br />committees are open to the participation of any Human Rights Commissioner provided <br />that public notice requirements are followed. Committee Chairs shall provide reports to <br />the Commission at regular meetings. Standing Committees are as follows: <br /> <br /> Operations Committee <br />a.: The Operations Committee may be convened as an executive <br />committee for the purpose of conducting business on emergency or critical items which <br />cannot wait until the next regularly scheduled Commission meeting. Said Committee <br />may also be consulted by the Chair regarding the agenda for Commission meetings, and <br />it may review internal matters of the Commission (such as concerns regarding <br />attendance, rules and procedures of the Commission, and decorum at meetings). <br />This committee will meet at the call of the Chair. The Commission Chair may either <br />chair the Operations Committee or delegate this role to another volunteer member of the <br />Committee. The Committee is composed of the Chair, Vice-Chair, the Chair of any <br />Standing Committee or designee of any Standing Committee. Other commissioners may <br />attend Operation Committee meetings as well. <br /> Outreach & Diversity Committee <br />b.: The duties of the Outreach Committee shall include <br />but not be limited to liaison with other Human Rights Commissions or similar bodies and <br />other Roseville groups and neighborhoods regarding human rights and diversity issues <br />that may affect Roseville; assess and report to the Commission other models and <br />programs that may assist the Commission in achieving its objectives and goals; assess <br />and diversity issues; monitor and track complaints and reports from the Minnesota <br />Department of Human Rights concerning the City of Roseville and report the same to the <br />full Commission. <br />Membership of the Outreach and Diversity Committee consists of volunteer <br />Commissioners appointed by the Commission Chair. Committee will then elect its own <br />Standing Committee Chair or designate a lead to represent them to the Commission. <br /> Program Planning Committee <br />c.: The Program Planning Committee considers and <br />assesses various programs to advance the purposes of the Human Rights Commission, <br />and makes program recommendations to the Commission for its consideration. Once a <br />program is approved, the Committee provides direction and assistance in the execution of <br />the program, and reports back to the Commission on program results. The Program <br />Planning Committee may opt to support, sponsor, and/or promote programs and events <br />per Program Planning Parameters (Addendum A). <br />By-Laws of the Roseville Human Rights Commission as Adopted 9/19/12 Amended 1/16/13 3 <br /> <br />
