Ii! to ensure internal coordination and provide efficient and timely processing of Roseville Land Applications, Setback Permit Applications, or other administratively development proposals, the City of Roseville utilizes a Development Review Committee (DRC) to detern1ine technical confonnance of proposed developments with the requirements of the Code. The DRC reviews all development-related submittals such as commercial or industrial site plans, platting or subdivisions, zoning amendments, conditional use pennits, variances, and vacations of public easements and forwards data and recommendations to the Parks Commission, Planning Commission and City Council where applicable. The DRC also reviews applications for Setback Pennits. The DRC may recommend issuance of building permits for all projects that involve permitted uses and meet all of the requirements of the zoning section of the Rosevllle City Code. The DRC is appointed by the City Manager and cunently consists of representatives of the departments of Administration, Community Development, Police, Engineering/Public Works, Streets and Utilities and Parks and Recreation. In the case of a Setback Pern1it, the DRC holds the hearing and makes a recommendation on the request, usually with conditions, to the Community Development Director. The Community Development Director makes the final decision within seven business days of the hearing. This decision can be appealed within 10 days of the date of action granting the Setback Pel111it by filing a written appeal to the City Councilor City Manager. An appeal is processed under the Board of Appeals procedure listed in Section 1014.04 of the Roseville City Code.
