<br /> <br /> <br />on or <br />determined that 2 - 20 foot tall free standing Target ground signs and an 8 foot <br />free standing Perkins ground sign will not alter the essential character of the <br />locality, nor adversely affect the public health, safety, or general welfare, of the city <br />or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 The City Planner concludes that there is justification for granting VARIANCES to <br />Section 1009 of the Roseville City Code for Target Corporation, because the existing <br />Code for these types of signs is not practical, nor flexible, for those businesses interested <br />in erecting tasteful free standing multi-tenant ground signs that meet today's advertising <br />needs. <br /> <br />6.2 The Staff recommends approval of a 12 foot VARIANCE to Section 1009.03M <br />(height), a 5 foot VARIANCE to Section 1009.03M (location), and a 25 sq. ft. <br />VARIANCE to Section 1009.08E of the Roseville City Code to allow 2 free standing <br />ground signs on the Super Target lot and 1 free standing ground sign on the Perkins lot, <br />based on the findings in Section 5 and subject to the following conditions: <br /> <br />a. The Super Target ground sign adjacent to Snelling Avenue shall be limited to 100 <br />sq. ft. of multi-tenant (3) sign area, and the Super Target ground sign adjacent to <br />County Road B shall be limited to 100 sq. ft. of multi-tenant (2) sign area. <br /> <br />b. The Super Target free standing ground signs shall be limited to a height of 20 feet. <br /> <br />c. Each Super Target free standing ground sign shall meet the required 15 foot <br />minimum setback from property line. <br /> <br />d. The Perkins free standing ground sign shall be limited to a height of 8 feet and <br />100 sq. ft. of sign area. <br /> <br />e. The Perkins free standing ground sign shall be limited to a 10 foot setback from <br />the property line. <br /> <br />f. All three free standing ground signs must be internally illuminated. <br /> <br />g.
