The City Planner has determined that the plight of the <br />landowner is due to circumstances unique to the property not created the <br />landowner. <br /> <br />5.11 The variance, if 2ranted. will not alter the essential character of the locality: The <br />placement of a detached accessory building 5 feet from the east property line adjacent to <br />Merrill Street, at the same distance of the principal structure, and 10 feet from the home <br />will not create an adverse impact on adjacent properties, or the adjacent neighborhood. <br />There appear to be many other similar situations within the older portions of the city. The <br />City Planner has determined that the allowance of a VARIANCE to Section <br />1004.016 will not alter the essential character ofthe locality, nor adversely affect the <br />public health, safety, or general welfare, of the city or adjacent properties. <br /> <br />6.0 STAFF RECOMMENDATION: <br /> <br />6.1 The Staffrecommends approval ofa 25 foot VARIANCE to Section 1004.016 of the <br />Roseville City Code to allow the construction of a 400 sq. ft. detached accessory building <br />25 feet from the corner side yard property line adjacent to Menill Street, based on the <br />findings in Section 5 and the following conditions: <br /> <br />a. The applicant locating the parcel's property pins and developing a scaled site plan <br />with dimensions for existing and proposed detached accessory structure to be <br />submitted with the building permit application. <br /> <br />b. The parcel being limited to 3,054 square feet of impervious coverage. <br /> <br />c. The detached accessory building being set back a minimum of 5 feet from the <br />corner side yard property line adjacent to Merrill Street (west). <br /> <br />d. The detached accessory structure being set back a minimum of 10 feet from the <br />principal structure. <br /> <br />e. No parking being allowed within the street side boulevard of the accessory <br />structure (Sect. 602.06) <br /> <br />f. Drainage being designed to sheet flow to the south rear yard area. <br /> <br />g.
