It is my intent to comply with any and all
city codes as they pertain to properties in Roseville.

Since retiring as President and CEO ofUnirom, Inc., I have devoted my time and energy working with
people of all ages who wish to recover from drug and alcohol addiction. Being a recovering alcohol
myself, I learned a valuable lesson in the need for a safe, supportive and comfortable environment to live in
during the early phase of my recovery. Another lesson I learned is the need to carry the message to the
addict and alcohol who still suffers, from our young people in schools to adults suffering at home and on
the job.

To that end, I intend to provide rooms in my home for adult men who are completing a treatment program
at places such as Hazeldon and provide the type of support need to successfully recover. The length of stay
for my guests will probably average 9 to 12 months. During that time they will be required to have a full
time job, attend weekly AA meetings, follow the after care program prescribe by their treatment center, and
be involved in the community on drug awareness and support for both the addicts and the families who still
suffer.

The profile of the individuals who my stay with me are men in their 40's and 50's, professional, some will
have families to go back to, others are building a new life, but all have one thing in common, a desire to
stay clean and sober. There is zero tolerance for any drug or alcohol use. Any guest using will be
removed.

Most of the guest will be gone much of the day and early evening hours, first with their jobs, then with
various community outreach activities and meetings. The primary need that I would provide is the safe and
supportive environment required for recovery.

I do not know if there is anything required of me to carry out my plans, but I will obviously comply with
any regulations you may have. I look forward to serving this community and will wait to hear from you.

Sincerely;

Wayne Helgason
