The property has one year remaining on an interim use permit for offices <br />within a residential R-l area. Mr. Helgeson reverently believes in AA - he has been a member for 30 <br />years -bought the house from Shorn - I never know (or trust) what Shorn may have told him for sure - <br />and has converted the house to a AA halfway house. He has 3 "boarders" at this time. Two is the limit in <br />Roseville's Code. He has room for many more and holds AA meetings on the site. He will prepare a letter <br />explaining this use. Mr. Helegesen and I reviewed the code yesterday. I asked him if he had a "license" <br />from the county/state to establish an adult day care center. He said he will meet their criteria for the <br />house but will not license because he would have to accept" county clients" - folks off the street. Our <br />definitions say "must meet aU state standards...". <br /> <br />Questions: <br />The Code does NOT say the owner must actually have a state license/permit. Is this a gap in our code? <br />Second, part of the definition for adult day care says the adult will be on the site less than 24 hours per <br />day - Mr. Helegesen says his AA Boarders meet that criteria since they all have jobs and leave the site for <br />8-10 hours per day. Third, there is no definition of dormitory - which is another possible definition of <br />Helgeson's activity, and Fourth, there is no definition of half-way house - is the some state rule or statute <br />governing this?
