<br /> <br />9, <br /> <br /> <br /> <br />Planning and <br />City of Roseville <br />2660 Center <br />Roseville, MN 55113 <br /> <br /> <br />Dear Thomas: <br /> <br />Attached is an Application and submittal materials in support of a request for United <br />Properties for its final development plan for a project entitled The Villas at Midland Hills. <br />This project is located on both sides of Fulham Street just north of Roselawn Avenue. <br />United Properties purchased the land from the Midland Hills Country Club in December <br />of 2003. The proposed use for the property is approximately 40 residential units <br />consisting of seven town homes, or villas on the western parcel (Site A), and a 33-unit <br />luxury condominium on the eastern parcel (Site B). <br /> <br />United Properties is only requesting approval of the condominium phase of The Villas at <br />Midland Hills. The condominium site, or Site B, is approximately 2.99 acres, and has an <br />existing zoning of R1 with a comprehensive land use plan designated as golf course. <br />United Properties received sketch plan approval, general concept approval from the <br />Planning Commission on October 1, 2003, and subsequently from City Council on <br />October 20,2003. Also on October 20' 2003, the Council approved the land use <br />amendment from medium density residential and golf course to high density residential, <br />the preliminary plat, and a rezoning to PUD with an underlying zoning of R-3. The final <br />development plans are generally consistent with those approvals. <br /> <br />The footprint and size of the condominium building has not changed, nor has its location <br />within the site. We have decreased the height of the building by eliminating the cupola <br />that was planned on the prior elevation. We have added additional parking to the front <br />of the building for visitors and guests along with keeping our ratio of two underground <br />stalls per unit for the building. Due to decreasing the average sizes of the units, we went <br />from 30 units to a 33 unit building. <br /> <br />We have added some additional planting to the extensive landscape plan for the site. <br />United Properties is also committed to do any additional landscaping in the adjacent <br />neighbor's yards to minimize any visual impact. <br /> <br />Per the request of the Rice Creek Watershed District, we have added some infiltration <br />basins to further enhance the water quality of the runoff on the site.
