An independent section of fence could be installed to the northwest and a portion of <br />the berm to provide the necessary screening. <br />" A combination of evergreen trees and fencing could be installed to provide the necessary <br />screening and visual buffer. <br /> <br />I have reviewed this situation on a number of occasions but still cannot determine an exact length <br />of fence or placement of screening necessary to eliminate the situation. I have also considered <br />the four options and what impact they would have on the area and which would provide the most <br />benefit. In my best judgment a separate fence section should be placed northwest of the existing <br />maintenance road. This fence should be a minimum of 24 feet in length and have three to <br />eight foot tall coniferous trees at each end of the fence. Because of the location of the <br />maintenance road, the angle of the existing fence, the existing vegetation, and the grade in this <br />area, I do not feel that a fence extension is appropriate. The stand-alone fence could be placed in <br />a manner to fill the gap that exists between the berm landscaping and the large coniferous trees. <br /> <br />The third item that requires resolution is site cleanup. During my inspections I noticed a few <br />areas that had discarded or left over construction materials just lying around. One particular area <br />is along portions of the southeast fence. It is requested that the site be Midland Hills Country <br />Club maintenance staff remove all debris from the site. The City will inspect the premises <br />early November to make sure all debris has been removed. <br /> <br />The fourth item pertains to the remaining site landscaping, that other than the east site berm. I <br />have not verified that every tree, shrub, and perennial had been planted in accordance with the <br />landscape plan and I will not do so until next spring. However, I will only be paying particular <br />to the parking lot/drive lane and east/northeast berm landscaping. I will not be critical of the <br />landscaping that has been placed adjacent the structure and done so in a decorative manner. <br />The last item has to do with receipt of the legal description of the property. Since the conditional <br />use permit was approved in March 2000, the City has been attempting to obtain a copy of the <br />property's legal description. The City did receive a copy of a legal description a number of <br />
