REQUEST FOR COUNCIL ACTION <br />Date: <br />February 23, 2015 <br />Item No.: 11.b <br />Department Approval City Manager Approval <br />Item Description: Update on the Owasso School Site Development <br />B <br />ACKGROUND <br />1 <br />At the beginning of this year, the Roseville School District entered into an agreement with <br />2 <br />United Properties to redevelop the former Owasso School Site at the SW corner of Woodhill <br />3 <br />Drive and Victoria Street. The southern portion of the site includes the Owasso ballfields which <br />4 <br />were created as a joint venture between the City and School District, but are located on School <br />5 <br />District owned property. <br />6 <br />The ballfield portion of the site is zoned PR: Park and Recreation. The remainder of the site is <br />7 <br />zoned HDR-1: High Density Residential. <br />8 <br />Representatives from United Properties and the School District will be in attendance to discuss <br />9 <br />their development arrangement and future plans. <br />10 <br />Although City Staff does not have access to the agreement between the Developer and the <br />11 <br />School District, the Developer has provided some of the key deal points (see below). Our <br />12 <br />understanding is that the agreement is structured to have the Developer negotiate and sell the <br />13 <br />park property to the City rather than having a separate agreement between the City and School <br />14 <br />District for park acquisition. <br />15 <br />Proposed use: Senior Coop <br />16 <br />Appoximate development acreage: 5 acres <br />17 <br />Approximate park acreage: 5.25 acres <br />18 <br />Land price for the development acreage: $1,425,000 <br />19 <br />Land price Developer is seeking from City for park acreage: $975,000 <br />20 <br />Anticipated construction start: Summer 2016 <br />21 <br />The developer recently provided a concept plan for the proposed project (Attachment A).
