Attachment C <br />EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />* * * * * * * * * * * * * * * * * <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />1 <br />Roseville, County of Ramsey, Minnesota, was duly held on the 23rd day of February, 2015, at <br />2 <br />6:00 p.m. <br />3 <br />4 <br />The following members were present: ; and and the following members were absent: <br />5 <br />6 <br />7 <br />Councilmember introduced the following resolution and moved its adoption: <br />8 <br />9 <br />RESOLUTION NO. <br />10 <br />DECLARING VICTORIA STREET TO BE AN URBAN DISTRICT FROM <br />11 <br />LARPENTEUR AVENUE TO COUNTY ROAD B AND ESTABLISHING THE <br />12 <br />STATUTORY SPEED LIMIT OF 30 MILES PER HOUR <br />13 <br />14 <br />15 <br />WHEREAS, in 1996, Victoria Street from Larpenteur Ave north to County Road B was <br />16 <br />officially transferred to the jurisdiction of the City of Roseville by Ramsey County; and <br />17 <br />18 <br />WHEREAS, the current speed limit on Victoria Street is 40 miles per hour; and <br />19 <br />20 <br />WHEREAS, Minnesota State Statutes 169.14 Subdivision 5b allows the governing body of a <br />21 <br />City or town to declare any street segment of at least a quarter-mile.in distance as an urban <br />22 <br />section if the segment meets the definition of an urban section; and <br />23 <br />24 <br />WHEREAS, the statutory speed limit of an urban section is 30 miles per hour. <br />25 <br />26 <br />NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />27 <br />ROSEVILLE, that Victoria Street from Larpenteur Ave to County Road B be declared an urban <br />28 <br />section. <br />29 <br />30 <br />BE IT FURTHER RESOLVED that City staff is directed to forward this resolution to the <br />31 <br />Minnesota Department of Transportation and upon their acknowledgement post the statutory <br />32 <br />speed limit on this segment of roadway as 30 miles per hour with the appropriate signs as <br />33 <br />necessary. <br />34 <br />35 <br />The motion was duly seconded by Councilmember and upon vote being taken thereon, the <br />36 <br />following voted in favor thereof: ; and and the following voted against: <br />37 <br />38 <br />WHEREUPON said resolution was declared duly passed and adopted. <br />39 <br />
