30 <br />2.Section 908.03.A: Rental licenses to expire as per the license type assigned, versus annually or <br />31 <br />semi-annually: <br />32 <br />Present ordinance language states that licenses will expire annually or semi-annually. <br />33 <br />However, both A and B type licenses run longer than annually. This revision clarifies <br />34 <br />the original intent of the ordinance; that licenses expire as per the License Type Diagram <br />35 <br />1: <br />36 <br />A Type license – 3 years. C Type license – 1 year. <br />o <br />37 <br />B Type license – 2 years. D Type license – every 6 months. <br />o <br />38 <br />3.Section 908.04: Delete wording from Licensing Type Diagram 1 that requires applicants to <br />39 <br />attend quarterly meetings: <br />40 <br />It has been determined that mandatory quarterly meetings will not be productive for a <br />41 <br />number of reasons. New and meaningful information will not occur that often, the <br />42 <br />meeting schedule would be burdensome to the applicant, and, creating and organizing <br />43 <br />quarterly meetings would be a time consuming task for staff. <br />44 <br />Staff does intend to provide informational meetings for the benefit of applicants as the <br />45 <br />need arises. <br />46 <br />If deemed necessary, these informational meetings can be made mandatory in specific <br />47 <br />Memorandums of Understandings. <br />48 <br />4.Section 908.04: Add wording to Licensing Type Diagram 1 that renewal of license and payment <br />49 <br />of fee occur per the diagram timeframes: <br />50 <br />This wording addition merely clarifies that the renewal of a license and the payment of a <br />51 <br />license fee occurs per License Type Diagram 1, as was the original intent. <br />52 <br />5.Section 908.04. Diagram 1 & G: These revisions allow all rental properties, regardless of <br />53 <br />license type, the ability to enter into a Memorandum of Understanding with the City when <br />54 <br />correction of violations is not possible by the license renewal date: <br />55 <br />Presently only C and D type licenses are allowed to enter into Memorandums of <br />56 <br />Understanding with the City. This revision would allow both A and B licensed <br />57 <br />properties to also enter into MOU’s. As currently written, A and B licensed properties <br />58 <br />could actually experience more hardship than C and D licensed properties. <br />59 <br />As currently written the ordinance states that a property must be in full compliance <br />60 <br />before a license can be issued (no uncorrected violations). Sometimes this is not <br />61 <br />possible: <br />62 <br />Inspections are conducted from 30-60 days prior to renewal. This means only <br />o <br />63 <br />about 30 days are allowed for properties to correct violations. This is a timing <br />64 <br />problem as; weather can delay completing repairs, often subcontractors cannot <br />65 <br />complete the estimating/bidding/repair process in 30 days, and/or, some repairs <br />66 <br />are extensive involving work & expense that must be spread over months or even <br />67 <br />years. <br />68 <br />Without being able to utilize MOU’s, properties not in compliance at their renewal date <br />69 <br />cannot be licensed, and therefore, they would have to be brought before City Council at <br />70 <br />a public hearing. This could involve numerous Council meetings, it would require <br />71 <br />additional staff time and expense, and, additional expense would be incurred by property <br />72 <br />owners. Offering all properties the ability to enter into MOU’s allows the rental license <br />73 <br />program to function much more smoothly, effectively, and, still accomplish the goals of <br />74 <br />the program. <br />75 <br />76 <br />77 <br />Page 2 of 5 <br />
