353 <br />354 At the request of Chair Stenlund, Mr. Brokke estimated the life cycle for pathway <br />355 machines was ten years, with one currently due for replacement and intended to <br />356 be retained as a back-up since it had little if any trade-in value due to its age and <br />357 the considerable beating the machines took during their life cycle. <br />358 <br />359 At the request of Chair Stenlund, Mr. Brokke reviewed efforts of the departments <br />360 in addressing pathway pavement irregularities (e.g. frost heaves, tree roots, <br />361 handicapped accessibility issues); and continual and/or periodic inspections of the <br />362 entire system for repairs before the winter season. <br />363 <br />364 Mr. Schwartz noted that the entire trail and path ay network was included in the <br />365 PMP so they were rated every 4-5 years and built into the Capital Improvement <br />366 Program (CIP) based on their condition index. <br />367 <br />368 Discussion ensued regarding types or configurations of roads and plowing <br />369 concerns (e.g. roundabouts, cul-de-sacs, turn lanes at intersections); and <br />370 prioritization for plowing City streets and/or pathIs <br />s as applicable with schools, <br />371 residential areas, and ma' thoroughfares to bus receiving some of the <br />372 higher priorities, some o which were noted on the plowing route maps provided, <br />373 with collector streets, obviously serving higher traffic volumes, among the first to <br />374 be plowed. <br />375 <br />376 Member Gjerdingen noted his r request to staff to include the pathway and <br />377 street policies on the City's webs to for public information; and suggested an <br />378 additional comment be included on the website for the street policy, with his <br />379 comments, intended as a disclaimer or as a way to connect the pathway and street <br />380 plowing policies, provided as a bench handout, attached hereto and made apart <br />381 hereof. Member Gjerdingen commended staff for their response with snow <br />382 removal and the great job they did in accomplishing the task. However, part of <br />383 Member Gjerdingen's concerns, in Section 407.03 of City Code, were that <br />384 commercial property owners needed to be reminded that they needed to maintain <br />385 their areas. <br />386 in <br />387 <br />Chair Stenlund noted the need to also consider MS4 issues to continually make <br />388 <br />the public aware of why it was necessary to keep trails flush with and avoid new <br />389 <br />vegetation growing higher than the pavement, affecting ice accumulation and <br />390 <br />creating issues with materials not leaving debris for water or ice collection. Chair <br />391 <br />Stenlund advised that this was his rationale in the "pick-up" versus "flicking" <br />392 <br />systems of pathway maintenance; and asked that when staff considered new <br />393 <br />equipment then look at grooming turf to continue drainage to the gutter line <br />394 <br />versus creating an ice ridge where vegetation could grow over time (e.g. along <br />395 <br />County Road Q. <br />396 <br />397 <br />At the request of Chair Stenlund, Mr. Brokke advised that those areas <br />398 <br />inadvertently damaged during snow removal operations, were addressed by staff <br />Page 9 of 14 <br />
