However, it should be noted that most of the cities <br />166 <br />shown in the chart that have lower utility rates, happen to have much higher property tax rates. This is <br />167 <br />an important distinction because again, each City employs a different philosophy in how it funds the <br />168 <br />direct and indirect costs of providing services. <br />169 <br />170 <br />Roseville’s philosophy is to ensure that all indirect costs are reflected in the water and sewer rates. This <br />171 <br />results in higher water and sewer rates.
