REQUEST FOR COUNCIL ACTION <br /> Date: 12/08/2014 <br /> Item No.: 13.b <br />Department Approval City Manager Approval <br />Item Description: Consider Approval of Pawn America Minnesota, LLC’s 2015 Pawn Shop and <br />Precious Metals Dealer License Renewal <br />B <br />ACKGROUND <br />1 <br />Chapter 301 of the City Code requires all applications for business and other licenses to be submitted to the <br />2 <br />City Council for approval. The following application is submitted for consideration: <br />3 <br />4 <br />Pawn Shop and Precious Metals Dealer License <br />5 <br />Pawn America Minnesota, LLC <br />6 <br />DBA Pawn America <br />7 <br />1715 N Rice Street <br />8 <br />Roseville, MN 55113 <br />9 <br />10 <br />This license was submitted for Council review on December 1st, but was tabled pending further discussion <br />11 <br />on various land-use considerations. The following information has been assembled by the Community <br />12 <br />Development Staff: <br />13 <br />14 <br />Pawn America was established in 1994 when pawn shops were a permitted use in the B-3 <br />15 <br />District. In 2004, the Zoning Code was changed to make pawn shops conditional uses <br />16 <br />which turned Pawn America into a legal, nonconforming use. Nonconforming uses are <br />17 <br />not allowed to expand. <br />18 <br /> <br />19 <br />In 2009, Pawn America sought to expand its store and had to file for a conditional use <br />20 <br />permit due to its nonconforming status. This conditional use permit was approved <br />21 <br />unanimously by the City Council with the following conditions: <br />22 <br /> <br />23 <br />1. The pawnbroker/applicant shall install video surveillance equipment (stationary <br />24 <br />cameras) to monitor the shopping center parking areas adjacent to the pawn store tenant <br />25 <br />space such that the captured video can help law enforcement personnel identify vehicles <br />26 <br />used by people pawning stolen merchandise; the digital or analog video shall be retained <br />27 <br />by the pawnbroker and made available to law enforcement personnel for a minimum of <br />28 <br />one hundred twenty (120) days. Pawn America currently has three outdoor surveillance <br />29 <br />cameras that may be of appropriate quality and location. However, the Roseville Police <br />30 <br />Department will review the existing quality and location and work with Pawn America on <br />31 <br />an acceptable set-up. <br />32 <br />33 <br /> <br />
