REQUEST FOR COUNCIL ACTION <br /> Date:December 8, 2014 <br /> Item No.: 7.c <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Bid for 2015 Sanitary Sewer Main Lining <br />B <br />ACKGROUND <br />1 <br />The majority of the city’s sanitary sewer mains were constructed in the late 1950’s and early <br />2 <br />1960’s, utilizing clay tile pipe. Over time the joints have failed allowing root intrusion. The pipe <br />3 <br />material is also susceptible to cracking and construction damage. The City began the sewer lining <br />4 <br />program in 2006 to rehabilitate the sewer mains and extend the life of our sanitary sewers by 50 <br />5 <br />years or more. Lining technology essentially installs a new resin pipe inside the original clay tile <br />6 <br />sewer main without digging up city streets, which results in minimal disruption to residents during <br />7 <br />construction. The liner pipe is inserted into the main through existing manholes and cured in <br />8 <br />place with a heat process. Each segment is typically completed in one working day. Service line <br />9 <br />connections are reopened using a robotic cutter and remote cameras. During the process, existing <br />10 <br />flows are bypassed using pumps. This technology also prevents infiltration of groundwater into <br />11 <br />the main system and can be credited toward our Metropolitan Council Environmental services <br />12 <br />inflow/ infiltration surcharge. <br />13 <br />The 2015 Sanitary Sewer Main Lining Project includes lining for approximately 32,186 lineal feet <br />14 <br />(6.09 miles) in areas identified as having root intrusion or infiltration problems. Based <br />20 <br />on past practice, the City Council has awarded contracts to the lowest responsible bidder. In this <br />21 <br />bid solicitation the lowest bidder is Insituform Technologies USA, LLC, of Chesterfield, Missouri. <br />22 <br />23 <br />Staff is studying lining technologies and costs for private laterals and will be working with the <br />24 <br />Page 1 of 2 <br /> <br />
